Providing Local Assistance
Through conferences and seminars, the Controller’s staff provides educational information to local cities, counties, school districts, special districts and redevelopment agencies on how to best comply with California’s complicated system for receiving reimbursement for local programs mandated by the State.
The Controller also launched California Strong, an effort to connect families, communities and businesses to free workshops and other events to help them grow financially. Building on a program he began as a member of the Board of Equalization, the Controller hosts the events each year throughout the state to promote understanding of the State’s tax requirements. Through dozens of seminars and free tax preparation assistance, Chiang has helped secure more than $6 million in federal tax credits and refunds for qualifying Californians.
The Controller started Take Control. Your Finances. Your Future to partner with community colleges, financial planners and others in providing money-management, savings and retirement tips.
As Controller, Chiang also chairs the Franchise Tax Board and serves on the Board of Equalization, where he fights for a fair tax system for individuals and the businesses that drive the State’s economic engine.
Believing that fiscally-strong communities begin with fiscally-knowledgeable families, the Controller has made financial literacy one of his priorities. In addition to the financial literacy fairs he sponsors, Chiang successfully sponsored legislation to create a fund that will enable strategic partnerships with nonprofits and private entities to improve financial literacy throughout California.
The Controller also has offered assistance to local communities facing fiscal hardships. He is sponsoring legislation to create a multidisciplinary fiscal crisis review team to assess the fiscal problems and develop a workout plan for local agencies undergoing financial crises.
