Enrollments and Needs Assessment

The latest information regarding the State Controller's Office, Personnel/Payroll Services Division's Statewide Training classes for July through December 2013.  To enhance our customer service, we plan to evaluate training needs on a statewide basis.  In addition, we anticipate resuming offering courses such as Fundamentals of Personnel and Fundamentals of Payroll.  Therefore, your participation in our Needs Assessment will help us determine which statewide training needs are most critical, so we can plan accordingly.

Enrollment Process

Our priority for enrollment will be new Personnel Specialists who meet class prerequisites, followed by those Personnel Specialists who have not had training for a given class within the past "one" year. We are aware that circumstances may exist that necessitate enrollment for Personnel Specialists who do not meet these requirements and we will work with you to accommodate your needs.

Approximately one month after completion of the Needs Assessment process, an e-mail note will be sent to all departments identifying the upcoming semester's Training Schedule. The enrollment process begins approximately one week later with the Training Administrator contacting each department's Training Coordinator in the order that the Needs assessments were received. Please verify that trainee e-mail addresses, provided during the enrollment process are up-to-date, to ensure the accurate distribution of confirmation letters.

We will make every effort to place Personnel Specialists who meet the enrollment requirements into the programs and dates requested. However, if placement is not possible at that time, the Training Administrator will offer other alternatives, dates, or suggest a direct contact with the appropriate instructor to discuss on-site consultations or a special request training program.

Each scheduled Personnel Specialist and the agency Training Coordinator will receive an electronic mail 'Class Confirmation' letter approximately 30 days prior to the class date. This letter will contain important enrollment information including class dates, duration of the class, times and location.

Substitutions will be accepted provided the substituting Personnel Specialist meets the prerequisites set for the program.

PLEASE NOTE: Only Personnel Specialists are allowed to substitute for a Personnel Specialist who is unable to attend the program. Classifications other than Personnel Specialists (e.g., SSA's AGPA's, APA's) are ONLY ALLOWED TO SUBSTITUTE AFTER PRIOR APPROVAL IS OBTAINED FROM THE COURSE INSTRUCTOR. Please contact the appropriate instructor for approval.

Cancellations received more than five (5) working days in advance of the first day of class will be accepted without charge. For each late cancellation or no show, departments will be charged $100.00.

To cancel an enrolled Personnel Specialist, contact the Training Administrator at (916) 322-0683, or via e-mail at ppsdtraining@sco.ca.gov, or the California Relay Service at 1-800-735-2929 (TTY).

Please note that departments will be charged $25.00 per trainee for Statewide Training classes held outside of Sacramento.

Vacancy Process

Each Tuesday (when vacancies are available), a Vacancy Notice/Announcement will be electronically distributed to all departments identifying those classes that have yet to be filled for the semester. To enroll Personnel Specialists in these classes and to create an equitable process for all agencies when responding, it is requested that responses be sent via electronic mail no earlier than 8:00 AM on the following Thursday, to the Training Administrator at ppsdtraining@sco.ca.gov, or via FAX at (916) 324-7293. Please note that no phone calls will be accepted in lieu of this procedure. Agencies will be contacted in the order that responses are received.

Needs Assessment

Statewide Training classes are delivered in two semesters: January-June (Winter/Spring semester), and July-December (Summer/Fall semester). Approximately three months prior to the beginning of each semester, a Needs Assessment process will be conducted to determine each department's training needs. The Needs Assessment consists of an e-mail note sent to all Department Training Coordinators and a Personnel Letter disbursement: Personnel Letter #13-008, STATEWIDE TRAINING SUMMER/FALL 2013 for that particular semester enrollment.

The following 'Needs Assessment' will be used to identify your department's Statewide Training needs for the Fall 20xx training semester.  To have your needs included in the September through December 20xx training schedule, and to create an equitable process for all departments when responding to the 'Needs Assessment', please return this form no earlier than 8:00 AM on Wednesday, May 1st, and no later than the close of business on Wednesday, May 9th.  Please note that no phone calls will be accepted in lieu of this procedure.

By Wednesday, June 13th, the Fall 20xx Statewide Training Schedule will be published via electronic mail.  To start the scheduling process, beginning  Wednesday, June 27th each department will be contacted in the order the 'Needs Assessment' forms were received.

We require only one response from each department.  On Wednesday, May 1st, no earlier than 8:00 AM, please return this form via electronic mail to the Training Administrator at ppsdtraining@sco.ca.gov, or print and FAX to: Training Administrator, State Controller's Office, Customer Support Section, at (916) 324-7293.
