Controller Betty T. Yee Announces Additions to her Senior Staff

SACRAMENTO – State Controller Betty T. Yee today announced the appointments Evan Goldberg, Lynn E. Paquin, and Yvette Stowers.

Evan Goldberg will serve as the State Controller’s Deputy Controller for Legislative Affairs.  Since 2007, Goldberg served as the Chief Deputy Secretary of State under former Secretary of State Debra Bowen.  Prior to that, he served as Debra Bowen’s Chief of Staff, first in the Assembly for six years and then in the Senate for eight years, where he also served as the policy and staff director to several legislative committees.  Goldberg began his career as a radio news reporter and anchor after graduating from San Francisco State University with a B.A. degree in Broadcast Communication Arts.

Lynn E. Paquin will serve as the Controller’s Senior Financial Advisor.  Since 2005, Paquin was Executive Vice President of George K. Baum & Company, an investment banking and bond underwriting firm where she managed the California public finance practice.  She had previously been Vice President of Caldwell Flores Winters, Inc., where she served as a financial advisor to more than 100 California school districts, and had worked as an education consultant at MGT Consulting.  Paquin is involved in state and local education associations, including the California School Board Association, California Association of School Business Officials, Association of California School Administrators, and the American Lung Association in California.  She started her career as a newspaper reporter for the Lodi News-Sentinel and Sacramento Bee.  She holds a B.S. degree from Boston University in Journalism and a Master’s degree from Columbia University in Public Policy and Administration.

Yvette Stowers will serve as Deputy State Controller for Taxation.  Since 2008, Stowers was a Tax Consultant Expert II to Board of Equalization Member Betty T. Yee, where she handled complex tax disputes and reviews involving multinational corporations, small businesses and individual taxpayers.  She had previously served as a Program Specialist and Audit Manager at the Franchise Tax Board.  She had also served as a senior tax manager at Deloitte Tax and started her career as an auditor at the Franchise Tax Board.  Stowers holds a B.S. degree in Accounting from San Jose State University and a Master’s degree in Taxation from Golden Gate University.
