COVID-19 Frequently Asked Questions for Deduction Clients

The following frequently asked questions resulting from the COVID-19 pandemic. If you have additional questions, please contact the Deduction Program Coordinators at deductionsprogram@sco.ca.gov or (916) 322-7968.

Will deduction clients be able to update, change, and delete user access?

Yes.

Will deduction clients be able to request mass rate change to $0.00?

No. The payroll system will not allow for $0.00 deduction amount, but we can process a mass cancellation. A “mass cancellation” is an internal SCO program which can cancel deductions for employees. They are initiated by completing the Deduction Client Mass Update Request Form and submitting it to deductionsprogram@sco.ca.gov.

**Please note SCO is not able to reinstate these payroll deductions again.  If you are authorized for the electronic File Transfer Protocol (FTP) input process, then to re-establish the deductions you would need to enter them on an FTP file and submit to SCO before the 16th of the month.  If you are not authorized, then it will be a manual workload to re-enroll employees at this time.

How can deduction clients get authorization for FTP?

Please contact PPSD FTP Reporting at ppsdftpreporting@sco.ca.gov for information and assistance.

How can deduction clients transmit forms to SCO in the event that their staff are working remotely?

HR Department Deduction Clients

Non-HR Department Deduction Clients

Paper CD88s forms are processed by the Miscellaneous Deductions/W-2 Unit.  Please send an email to Miscellaneous Deductions/W-2 Unit email box at ppsdw2miscded@sco.ca.gov requesting a secure email.  Miscellaneous Deductions/W-2 Unit staff will then send you (deduction client) a secured email that you can download/attach your forms into securely.  If you have any questions about this process, please direct them to ppsdw2miscded@sco.ca.gov

Will SCO accept electronic signatures?

Yes.

Will deduction clients still receive documents from SCO?

Yes. SCO will continue to use the current process for sending documents to deduction clients.

Will SCO be changing the way it mails warrants and direct deposit advice slips?

SCO is not making business process changes to the way funds are remitted and disbursed to deduction clients.  We encourage deduction clients to enroll in direct deposit because it is a convenient method to deposit funds into the financial institution of their choice. This is especially beneficial in emergency situations in which the mailing of a live warrant (check) could be significantly delayed.
