Scope of Position:
Under the direct supervision of the Accounting Administrator II, State Reporting Policy Section, the Accounting Administrator I (Specialist) performs complex analysis of new accounting and reporting mandates and develops training curriculum and guidelines for a variety of statewide accounting and financial reporting activities. The State Reporting Policy Section is responsible for analyzing new accounting and reporting requirements and providing guidelines to assist in implementing policies that provide for the accuracy and integrity of the statewide accounting records and financial statements of the SCO.

Duties and Responsibilities:
(Candidates must perform the following functions with or without reasonable accommodations.)

  • Implement new accounting and reporting requirements affecting the State of California’s Generally Accepted Accounting Principles (GAAP) basis and budgetary/legal basis financial statements.
  • Actively monitor developments in accounting and reporting requirements from the Governmental Accounting Standards Board, legislation, and other sources.
  • Research issues, perform analyses, and write issue papers and reports.   
  • Collaborate with other sections and staff to support the SCO’s reporting mandates and ensure conformity to GAAP, government code, or other legal authority.
  • Prepare staff analysis, write comments on, and prepare work plans and schedules to implement new accounting and reporting standards affecting the State’s financial records, financial statements, and annual reports.
  • Develop training materials and instruct staff on statewide accounting policies and procedures, and peer review staff work.
  • Consult with management and other organizations to ensure the accuracy and timeliness of implementing new accounting and reporting requirements.
  • Evaluate current procedures and policies for business improvement opportunities and coordinate with other SCO divisions to effect changes to business processes.

Participate in providing guidance and subject matter expertise on statewide accounting and reporting activities and projects:

  • Provide state accounting and fiscal policies expertise to FI$Cal Project staff in the design, development, and workflow processes necessary to prepare statewide financial statements and reports.
  • Develop financial-related training curriculum on accounting and reporting for Division staff and state agencies.

Assist with the following administrative functions:

    • Review legislative bills for impact on accounting and reporting requirements.
    • Participate in establishing and implementing the Division’s strategic plans, goals, and objectives.
    • Brief executive management on various projects.  Make presentations to external groups when needed.
    • Draft responses to correspondence and legal opinion requests affecting the Section’s work, including responses to highly technical and sensitive correspondence.  Provide senior management with information for decision support.
  • Participate with other sections in meetings with information technology staff and division managers to discuss the replacement of current systems or improvement to existing systems.
  • Participate as an accounting and reporting subject matter expert in the FI$Cal Project development of a statewide enterprise planning system. Interpret financial reporting processes, documents, and reports for project staff and consultants.
  • Operate as liaisons to the FI$Cal Project, Department of Finance, and other SCO divisions involved in statewide accounting and reporting.
  • Participate in the SCO meetings with state agencies, federal agencies, and other organizations.  Keep Division management apprised of status on project activities and issues.

Desirable Qualifications:

  • Able to read, understand and interpret legislation, and GASB pronouncements in relation to Generally Accepted Accounting Principles
  • Solid knowledge of accounting principles and financial statement preparation
  • Expertise in Microsoft Word, Excel, and PowerPoint
  • Excellent communication skills, initiative, dependability and ability to communicate diplomatically and effectively
  • Able to train other departmental staff on new GASB pronouncements and other accounting matters
  • Able to work in a team environment
  • Solid knowledge of accounting principles and financial statement preparation
  • Ability to multi-task and lead others effectively
