Scope of Position:
Under general supervision of the Accounting Administrator I (Supervisor), the incumbent performs higher level of professional accounting work in the establishment and maintenance of accounts and records relating to State mandated cost claims; utilizes the knowledge of applicable state laws, governmental accounting principles, and processes prescribed by the SCO and/or by the Commission on State Mandates and performs complex duties necessary in distributing payments of state funds to local and school entities under the State mandated programs, as required by law.
Duties and Responsibilities:
(Candidates must perform the following functions with or without reasonable accommodations.)
- Utilize the Local Reimbursement System to determine the amount of State payments to local government entities by performing desk audits of the claims filed for reimbursement. Prepare accounting documents to ensure timely issuance of warrants for payment of claims for reimbursement. If necessary, develop/write related procedures, and implement and train staff. Review, reconcile, and verify accuracy of transactions, account records, and financial reports submitted by the local governmental entities.
- Analyze proposed parameters and guidelines (P’s & G’s) for workability and compliance with the Statement of Decision approved by the Commission on State Mandates (CSM) related to the mandated cost program claims. Write comments and/or recommendations in response to the proposed P’s & G’s issued by the CSM. Develop forms and write claiming instructions to implement approved State mandated programs based on the P’s and G’s.
- Analyze statutes, proposed legislation, executive orders, legal opinions, and procedures for effect on reimbursements. Prepare reports for the Section manager, Legislature, Department of Finance, and others.
- Communicate effectively with local government entities on mandate reimbursement procedures, reimbursable activities and costs, documentation, and the result of the reviews of the requests for reimbursement.
