Scope of Position:
Under general direction provided by a Staff Services Manager I, plan, organize, and direct the difficult, critical and sensitive clerical work of the General Disbursements’ Post Issuance Unit.  The Post Issuance Unit is responsible for preparing and issuing rush warrants and duplicate warrants; processing returned warrants, garnishments, tape claims, forgery claims, initiating stop payments, redeposit warrants, and processing photocopies of paid warrants.  Duties include, but are not limited to the following:

Duties and Responsibilities:

  • Plan, organize and direct the work of the Post Issuance Unit responsible for processing rush claims in addition to “paper claims” (non-electronic claims); maintaining and updating the bank reconciliation system and reconciling claims paid (fiscal system), coordinating the release of warrants with the Divisions of Accounting and Reporting as well as the Division of Audits; issuing garnishment warrants and reconciling the garnishment system; researching payee index inquiries; preparing rush and duplicate warrants; processing returned warrants; and initiating stop payments and warrant re-deposits.
  • Establish workflow priorities and monitor production objectives for Post Issuance Unit.  Conduct employee performance evaluations.  Assist in the selection and employment advancement process, and Merit Salary Adjustments.  Maintain and report attendance for all unit members.  Sign all Attendance Summary Reports (STD634) and determine action on vacation requests based on the unit’s staffing needs.  Provide staff training.  Recommend or take appropriate action as the first-line authority for grievance and disciplinary matters.
  • Compile and verify daily and weekly computer-based statistical reports to prepare 52 Weekly and 12 Monthly workload Reports for submission to immediate supervisors.  Review computer-generated reports to resolve workflow and backlog problems, and review and approve workload projections evaluating and preparing annual reports.
  • Identify and resolve problems of moderate difficulty associated with the Post Issuance Unit.  Work with staff, the State Controller’s Divisions, and other State agencies on issues concerning warrant inquiries and daily warrant processing. 
  • Review, evaluate, and confer new section procedures with immediate supervisor.  Study, plan, organize unit as well as, evaluate and recommend changes in policies and operating procedures.  Obtain information on technological advances to enhance operations.
