Scope of Position:
Under direction provided by the Chief, Division of Unclaimed Property, the Associate Governmental Program Analyst will perform consultative and complex analytical staff assignments as it relates to specials projects, ongoing projects, communications, performance measures, and other administrative procedures relating to and within the Division. The incumbent will be required to perform tasks requiring a high degree of initiative, independence, critical thinking, and analytical skill. The position will provide support services for the Division Chief and Assistant Division Chief which includes scheduling, incoming correspondence review, routing, and responding to letters and calls. The position requires professionalism and the ability to work with and around issues that are confidential and/or highly sensitive in nature. Duties include, but are not limited to the following:
Duties and Responsibilities:

- Independently support, research, analyze, and monitor special projects introduced by the Division Chief related to improving Division operations, such as: process improvements, conducting operational reviews, implementing a training program, implementing a communications plan, and establishing a new Project Management Office. Work with program staff, on behalf of the Division Chief, regarding a wide range of issues, including legislative and budget issues; workload and operational issues; and special projects. Research and analyze potential problem areas related to workload or sensitive policy or administrative issues and report to Division Chief.
- Act as a consultant for projects or project consultant for other Project Managers by facilitating work groups, preparing and delivering training, developing curriculum and training meeting facilitators, developing curriculum and training staff in governmental writing, analyzing business needs within the Division, assisting with organizational development, and assisting Division staff with the development of mission, vision, goals, objectives, and performance measures. Provide weekly status reports to the Division Chief.
- Research, prepare and draft procedures (e.g., Division Policy Memos and Administrative Letters). Conduct and evaluate the effectiveness of current business practices of the Divisions’ procedures/processes and recommend improvements and enhancements. Review and analyze established policies and procedures for improving operations working with program staff to identify concerns and possible solutions.
- Independently analyze complex incoming assignments to develop the necessary background and factual information and provide the Division Chief with analysis and recommendations on how to resolve issues; complete assignments and/or determine appropriate personnel for input in completing the assignments; analyze incoming correspondence, referring to appropriate staff member for reply, and following up to ensure that deadlines are met; compose correspondence, requiring a thorough analysis of the procedures and policies of the office and circumstances in the correspondence. Review outgoing correspondence prepared by other staff for Division Chief’s, Chief Operating Officer’s or Controller’s signature for consistency with administrative policy as well as for content, format, grammar, and clerical errors; develop policies and procedures for completion of correspondence in the Division.
- Function as lead representative for the operating Divisions’ support operations. Serve as the primary liaison to both the Chief of Staff’s Administrative Assistant and the Controller’s scheduler involving program issues. Conduct regular meetings with the operating Divisions’ and Executive Office support staff to identify administrative procedural issues, and draft procedures to address the situations for discussion with and review by the Division Chiefs and Executive Office. Prepare weekly status reports for submission to the Executive Office.
- Receive and screen telephone calls and refer callers to appropriate staff personnel or personally provide information; maintain the Division Chief’s schedule; design and maintain filing systems for storage and retrieval of critical Division files with confidential and sensitive materials; develop, implement and maintain computer-based systems to track and record correspondence received and written in the Division Chief’s Office; analyze trends in issues and timeliness of responses and provide analysis to the Division Chief.
- Collaborate with I.T. staff to develop Crystal Reports leading to accurate analysis of data, assign work to Division staff, at the direction of the Division Chief, monitor assignments for completion, and report status to the Division Chief and Executive Management team on a regular basis.
