Scope of Position:
Under general supervision of the Staff Services Manager I (Supervisor) and Accounting Administrator II, the incumbent will provide analytical and consultative services to Division management in areas related to recruitment and retention of staff, implementation and compliance of those policies and procedures affecting administrative functions of the Division as related to personnel management and the Local Apportionments processes.  The incumbent, operating at the first journey level, will function as a point of consultation providing management with information as appropriate regarding said assignments. 

Duties and Responsibilities:
(Candidates must perform the following functions with or without reasonable accommodations.)

  • Participate in analytical studies of the Division’s organizational structure.  Identify alternatives and necessary actions to support reorganizations and the addition of new programs including new positions, reclassifications of existing positions, and staffing reductions. Assist the analysts and other staff in implementing business process improvements.
  • Provide guidance to the Division’s supervisors and managers on personnel issues, including hiring, classification changes, and promotional employee actions; review and provide recommendations to supervisors and managers on preparing personnel documentation for submission to the Human Resources Office, including duty statements, requests for classification changes, new hire packages, and rules.
  • Develop, prepare and review job announcements for vacancies within the division for complete and accurate information while adhering to the guidelines established by the Equal Employment Opportunity and Human Resources Offices.
  • Perform analytical functions to assist with budget projections: using a personal computer to gather and input data into spreadsheets for use by the analysts to make expenditure, revenue, and other budget related reports.  Review and analyze data to calculate variances and assist in the preparation of reports for management.
