Scope of Position:
Under the general direction of a Data Processing Manager II the incumbent independently performs systems programming (software) in the Integrated Database Management System (IDMS) in support of release management and maintenance of the Integrated Data Dictionary (IDD).  The incumbent is responsible for the research, planning and execution of changes in the State Controller's Office (SCO) IDMS and IDD systems.  The incumbent uses automated tools to migrate programs and elements within the IDMS and PC/Client Server environments. The incumbent is responsible for cross-training to ensure adequate coverage.  The incumbent is expected to update the policies and procedures to ensure the documentation used by others is accurate.

Duties and Responsibilities:
(Candidates must perform the following functions with or without reasonable accommodations.)

  • Provide ongoing support to programmers requesting new and modified IDD components, including the research and analysis of the impact of all change requests.  Add change requests to AllFusion Endevor, the change control system, and manage multiple changes.
  • Act as a consultant to Information Systems Division (ISD) programmers in solving IDMS/IDD system and migration problems.  Advise and resolve any change control conflicts, impose IDD standards, and schedule migrations. 
  • Use various processing tools, such as Job Control Language (JCL), Time Sharing Option (TSO), Interactive System Productivity Facility (ISPF), Execution Scheduling Processor (ESP) and others to perform migrations. 
  • Configure and evaluate new migration software.  Create and maintain documentation and end-user procedures for the migration process. 
  • Develop, coordinate, plan, execute and verify complex migrations of IDMS programs, data elements, and other components from Development, Test, Stage and Production environments using multiple automated migration tools in both the IDMS and PC/Client Server environments.  Collaborate with the Database Administrators on Database Schema Record migrations.
  • Create, grant and revoke user id access for IDMS applications in the Development and Test environments.  Evaluate, test and approve migration software upgrades.
  • Serve as backup to the Development Data Guidance (DDG) specialist.  Migrate mission-critical system’s source code changes through development, Test, Stage and Production environments for complex business system applications residing on the mainframe.  Analyze migration request(s) to verify all data provided to execute migration and resolve problems. 
  • Maintain application and system source code within the load libraries where the compiled load modules are stored using Panvalet utilities. 
  • Reconcile load libraries and Panvalet libraries to ensure uniformity between Test, Stage and Production libraries, and determine the course of action to correct errors found.
  • Utilize space management tools to resize Panvalet libraries as needed. Manage jobs and ESP events.  Delete obsolete programs. 
  • Co-evaluate vendor-supplied migration and source code storage software for the State Controller’s Office’s use.
  • Participate in the SCO Office of Technology Services (OTech) Disaster Recovery (DR) biannual test exercises by providing technical and analytical support.  Collaborate with the team’s OTech DR technical lead(s) to assist with test coordination efforts.  Attend meetings as required.
  • Serve as backup to the ISD RACF Coordinator using IBM’s Resource Access Control Facility (RACF) software utility.  Grant mainframe user id(s) access to various groups, transactions and profiles for the ISD development environment.  Delete user id(s) and reset passwords.
