Scope of Position:
With direction provided by the Bureau Chief, CEA I, plan organize and direct staff who perform varied and complex audits of governmental programs at both the state and local level.  The position will act as the first line supervisor of a team of auditors, and is responsible for providing supervision and technical guidance to ensure audit production and quality goals are attained.

Duties and Responsibilities:
(Candidates must perform the following functions with or without reasonable accommodations.)

  • Evaluate workload, direct staff in the auditing planning process, and assign resources to accomplish audit objectives. Determine if audit production goals are being met and implement changes needed or make recommendations for change to the Bureau Chief.
  • Perform contract management tasks including, but not limited to, preparing: status reports to the cognizant agency; revenue projections, production reconciliations, and ad-hoc reports for the Bureau Chief and the cognizant agency.
  • Provide field supervision and on-the-job training to audit team members. Review audit reports and working papers for accuracy, sufficiency of supporting documentation, and conformance with standards.
  • Provide team members with feedback on their work performance, and prepare evaluation reports. Provide training to audit team, and provide assistance in resolving complex audit/compliance issues. Identify training needs for each team member and ensure that identified training is received.
  • Initiate changes as a result of legislation, rules, federal laws etc. to the audit programs. Evaluate and determine the resources required to meet the State Controller’s constitutional audit obligations. Prepare budget change proposals and bill analysis related to respective programs (as needed). Perform other special projects and ad-hoc tasks as required.

For most of the bureaus, overnight business travel is routine and may require lifting heavy bags of equipment such as computers, working papers, etc.
