SACRAMENTO – State Controller John Chiang today addressed a joint convention of the Legislature on California’s current cash problems. In his prepared statement, the Controller said that failing to enact a responsible, long-term solution to the budget crisis will create a financial catastrophe from which it would take years to recover.
