The latest information regarding the State Controller's Office, Personnel/Payroll Services Division's Statewide Training classes for July through December 2013.  To enhance our customer service, we plan to evaluate training needs on a statewide basis.  In addition, we anticipate resuming offering courses such as Fundamentals of Personnel and Fundamentals of Payroll.  Therefore, your participation in our Needs Assessment will help us determine which statewide training needs are most critical, so we can plan accordingly. 

Garnishment Documentation

This is an online training course available to personnel staff. Contact Tim Ramsden at (916) 324-8497 or tramsden@sco.ca.gov for further information.

Garnishment Documentation provides tools and instruction on appropriate documentation methods used to correctly process all types of garnishments. This includes legal requirements placed on departments by the courts, Internal Revenue Service, Franchise Tax Board, and other entities. The online presentation explains earnings withholding orders for child and spousal support, support arrearages, federal and state tax levies, and student loan defaults. This course is an introduction to the garnishment process covering the various garnishment types, the components of an Earnings Withholding Order, how to establish a garnishment (as well as modify and cancel an existing garnishment) and how to access resources.  Personnel Specialists will learn the essential elements for garnishment documentation through interactive practical exercises during this online course.

Prerequisites
Staff members who benefit most from this training are responsible for completing garnishment documentation, and have at least five months personnel/payroll experience and three months experience processing garnishments.

FALL 2013 TRAINING SEMESTER

Based on the FALL 2013 semester Needs Assessment results, as indicated in Personnel Letter #13-008, the following classes have been scheduled for the FALL 2013 Statewide Training Semester:

SEPTEMBER THROUGH DECEMBER 2013 STATEWIDE TRAINING SCHEDULE

On Wednesday, July 3, 2013, the Training Administrator will begin the enrollment process by contacting each agency Training Coordinator in the sequence the Needs Assessment forms were received.  DO NOT SEND A REPLY TO THIS MESSAGE WITH THE DATES THAT YOU WANT FOR YOUR AGENCY TO ATTEND. We appreciate your patience, and advise that this is a long process, and not everybody will be contacted in the first few days.

Please note:

1) Cancellations received more than five (5) working days in advance of the first day of class will be accepted without charge. For each late cancellation or no show, departments will be charged $100.00.

2) Departments will be charged $25.00 per trainee for all Statewide Training   classes held outside of Sacramento.
