Bargaining Provision Implementation Reminders

The State Controller’s Office (SCO) has completed its mass update salary implementation period for the latest contract provisions, effective July 1, 2023. 

All General Salary Increases (GSI) and Special Salary Adjustments (SSA) that could be processed in mass are complete. As with all mass updates, there is manual processing that needs to be performed by our Personnel and Payroll Operations Bureau (PPOB) and impacted departments.  Departments should perform a review to ensure all employees entitled to an increase have had their employment history updated.  SCO acknowledges, in specific cases, that departments are unable to key a GSI and/or SSA without an error override code therefore SCO will manually process those exceptions.

Please review all CalHR Pay Letters at CalHR Net and SCO Personnel Letters at Personnel Letters 2023 that are specific to employee populations impacted within your department.  These letters provide instructions for processing and are key resources for HR specialists completing the various tasks that fall to departments.

As a reminder, these tasks include validating employment history, processing additional updates, certifying payroll and processing adjustments, completing special processing as indicated in each SCO Personnel Letter, reviewing and taking necessary action on Pay Differentials, and processing overtime adjustments if needed.  Additional resources to assist HR offices can be found by reviewing CalHR Bargaining / ContractsSCO Payroll Procedures Manual and SCO Personnel Action Manual


2024 Decentralized Department/Campus Annual Statement of Self-Certifications

Action Required: Share the following information with all human resources (HR) office employees.

Description: The Annual Statement of Self Certification form (PSD041) is now available on the State Controller's Office (SCO) website and due to the SCO Decentralized Security Administrator (DSA) by January 31, 2024. Please send the PSD041 form electronically to the DSA mailbox at DSA@sco.ca.gov. We suggest the department/campus retain a copy of the form for future reference.

If your department/campus does not comply with the restrictions and rules set forth in the Personnel and Payroll Services Division (PPSD) Decentralized Security Program Manual and the California Information Practices Act, you must submit a letter explaining the deficiencies and a corrective action plan to the DSA by January 31, 2024. If the Annual Statements of Self-Certification is not received by January 31, 2024, the department/campus will be considered in non-compliance of the PPSD Decentralized Security Program and Guidelines, as well as the California Information Practices Act.
