July 2025 Contract Implementation Reminders
Action Required: Share the following information with all human resources (HR) office employees.
Description: The State Controller’s Office (SCO) would like to share the following reminders regarding the July 2025 Contract Implementation:
- Mass Updates
- SCO will not process any further mass updates for the July 2025 pay period.
- Departments are responsible for validating that all eligible employees received appropriate Employment History (EH) updates and correct July 2025 pay.
- Departments are responsible for keying appropriate EH updates for the July pay period that were not included in a mass update.
- July 2025 Payroll
- SCO processed some mass updates after Payroll Cutoff; this will create supplemental pay for impacted employees.
- If supplemental pay is suspended for employees included in mass updates after Payroll Cutoff, keying Monthly Payroll Certification (MPC) will release it.
- Due to differences in rounding, July 2025 gross pay will differ slightly from June 2025; Personal Leave Program (PLP) is rounded to the penny, while salary increases are rounded to the dollar, which impacts total gross pay.
- Other Post-Employment Benefits (OPEB) Rate Changes
- OPEB rate changes for eligible employees with an effective date of July 1, 2025, have been completed.
- OPEB rate updates are based on the OPEB CBID on employees’ EH.
- Service Employees International Union (SEIU), Bargaining Units (BUs) 05 and 16, and Exempt and Excluded employees not associated with a BU will have their OPEB suspended with an effective date of July 31, 2025 (the first day of the August 2025 pay period).
